The office functions apart from the courtrooms are designed as “building inside a building”, as independent volumes.

Since the building is a symbolic public building, the design approach was to form variations of spaces in a simple and transparent cube different from the conventional tendencies. The building program is interpreted again by questioning the contemporary office-law court image.

The sequence of courtroom-office-judge spaces surrounds the perimeter of the building and defines the transparent façade from outside and main atrium from inside. The atrium covered with glass and steel construction is the main entrance and circulation hall as well as the visitors’ social space. The office functions apart from the courtrooms are designed as “building inside a building”, as independent volumes. Social spaces like the dining hall and the kindergarten for office workers are placed on the upper levels and by creating interior gardens; a visual connection is maintained with the atrium. Auditorium and library are also designed in the atrium as independent volumes made up of timber-glass cylinders. The vertical circulation is designed as a core at the main atrium that will enable an easy accessibility and orientation for the visitors. Parking lot and service spaces are located at the basement.
